Project Overview

1. The Project of Ho Chi Minh City Metro Line 2

The Project of HMaster Plan of Ho Chi Minh City Metro Systemo Chi Minh City Metro Line 2 is one of six lines planned to be implemented by MAUR (Management Authority for Urban Railways). The initial route from Ben Thanh to Tham Luong is comprised of an underground section of approximately 10 km with 10 stations and an elevated section of approximately 0.8 km with one station. A spur connection from Tan Binh, of approximately 1 km, leads to the Depot at Tham Luong. It is planned that Line 2 will be extended in future to northwards to An Suong and southwards beneath the Saigon River to Thu Thiem.

 

Underground sections will be twin bored tunnels. Underground stations will be built by cut and cover method, using permanent diaphragm wall construction

  • Stations are designed to international standards for platform width, stair/ escalator provision and emergency evacuation. A concourse for ticketing etc. is provided on a separate level above platform level for underground stations, or beneath the platform level for elevated stations. Underground stations are fully air conditioned with platform screen doors.
  • Rolling stock shall consist of wide body Electrical Multiple Units (EMU) with initially 3-passenger-car trains (ultimately 6 cars) with a maximum width of 3.15m, a car length of 22m and 4 doors each side of the car.
  • The depot site of some 25ha lies at Tham Luong area, some 1km from the main alignment, and is connected by a spur line. The depot will include all required facilities and equipment for train storage, regular maintenance, washing, testing, etc.
  • Power for Line 2 will be drawn from the 110kV voltage network, initially via a substation at Ben Thanh and in future (with the extended Line 2) via a second substation at Le Thi Rieng. Power supply to the trains is provided via 750V DC third rail.
  • “Communication Based Train Control” (CBTC) system is expected to be used to provide full Automatic Train Control.
  • It is planned that Line 2 will adopt a smart card ticketing technology (like Line 1) which shall ensure that the ticketing concept will integrate seamlessly into the ticketing and fares concept for other MRT and public transport systems in future.

This project is financed from the Official Development Assistance (ODA), co-financed by the Asian Development Bank (ADB), the European Investment Bank (EIB) and KfW Bankengruppe (KfW) as well as Government of Vietnam.

2. Implementation Consultant (I.C) Service

Metro Team Line 2, consortium of Pöyry Infra GmbH, Pöyry Infra AG, Obermeyer Planen + Beraten GmbH, ILF Beratencde Ingenieure GmbH and TEDI South has been awarded I.C. Services Contract signed on 17th January 2012, and the services commenced on commenced on 31st January 2012.

With the Implementation Consultant Services being funded by KfW, the Metro Team Line 2 is primarily a German organization (Pöyry Infra GmbH: Germany; Pöyry Infra AG: Switzerland; Obermeyer Planen + Beraten GmbH: Germany; ILF Beratencde Ingenieure GmbH: Germany; and TEDI South : Vietnam). The share of the Works undertaken by the German members of the Consortium is around 79%.

The Implementation Consultant (IC) is to provide engineer, design and supervision consultancy services with respect to the technical implementation of Metro Line 2 to MAUR to insure efficient delivery of the Project in line with international state-of-the-art technology. The Consulting Services are to be financed from German Funds through KfW Bankengruppe (KfW) in two tranches and the contract follows the FIDIC Client/Consultant Model Services Agreement.

The consulting services, although under a single Contract, will be rendered in two phases starting with the fundamental design, based on the basic design presented in the approved Feasibility Studies, and assistance with procurement of goods and services – Phase A. The consulting services will include design works and studies to prepare the tenders, and support to MAUR during the tendering, evaluation and contract negotiations. The Phase A will end with the signing of all Contracts of Goods and Services (E&M; Civil works) and is expected to last about 18 months.

The second stage – Phase B – covers the supervision of design, construction and contracts execution, and the supervision of commissioning of all project facilities – The Engineer according to FIDIC terminology. The Phase B is estimated to take 6 years, including 5 years of overall construction programme for Line 2 and 1 year of commissioning support, claim management and documentation of the consultant.

The IC will carry out the consulting services in line with the approach and methodology outlined in our proposal taking into account any modified or supplementary items identified and agreed during the Contract negotiations and preparatory work.

The Project Implementation Unit for Metro Line 2 (PMU2) has been established by MAUR and a point of contact within PMU2 is to be established for the IC. The procedures for communication within the project both between the IC and parties and within the IC will be laid out in the Project Manual. These procedures will be extended/modified as new stakeholders, in particular the contractors, join the project.

3. Management Authority for Urban Railways (MAUR)

The Management Authority for Urban Railways (MAUR) is a Ho Chi Minh City’s Government Unit working directly under the leadership of the Chairman of Ho Chi Minh City People’s Committee and, at the same time, under the technical guidance of the Central Ministries and various City Departments. The Management Authority for Urban Railways was established in accordance to Decision No.119/2007/QĐ-UBND dated 13 September 2007 of the Ho Chi Minh City People’s Committee.
